People working for the health and social services system know more than anyone else about Quebecers’ needs and the obstacles preventing them from gaining access to services. But centralizing reforms carried out over decades have put distance between decision-makers and realities on the ground, leading to political choices that are disconnected from Quebecers’ needs: services that are difficult to access, teams that are overloaded with work, and expertise that is too often ignored.

In 2026, the APTS is suggesting concrete solutions to make sure employees are heard, to strengthen their participation in decision-making, and to build a system that will finally acknowledge the value of those who make it work every day.

 

Putting workers’ expertise back at the centre of solutions
