Québec reached a clear conclusion in the 1970s: private health care was leaving too many people behind. To solve the problem, it set out to build public, community-based primary care, with multidisciplinary teams able to assess needs, take action and provide ongoing follow-up: CLSCs.

But since then, governments have instead chosen to prioritize family medicine groups — private clinics that are highly subsidized... and that just aren’t delivering the goods! In 2026, the APTS is proposing a straightforward solution: restore the purpose of CLSCs.

 

Give CLSCs a chance... why?
