In a world where medications are essential to people’s health, no one should have their ability to heal depend on a system designed to enrich private insurers and pharmaceutical companies. Yet by maintaining a hybrid model where private insurance coexists with a public plan, Québec has chosen a system that’s more expensive and less equitable. The result is weaker bargaining power with Big Pharma, premiums that rise year after year and a growing financial burden for everyone. For 2026, the APTS is proposing a clear solution to reduce costs and improve access to treatments: a universal public drug insurance plan that puts the interests of the public ahead of those of private intermediaries.
