Letter of intent no1 - Regarding the rregop (government and public employees retirement plan) for persons covered by this plan under the act respecting the government and public employees retirement plan

1. Legislative and regulatory changes

The government has undertaken to adopt the draft regulations, and ask the National Assembly to adopt the legislative provisions, that are needed to make possible the changes to the Government and Public Employees Retirement Plan (RREGOP) described below in Articles 2 and 3.

2. Phased retirement

The initial duration of a phased retirement plan is maintained, which means the plan covers at least one (1) year and at most five (5) years. However, beginning on the date the bill implementing this change is tabled at the National Assembly – or at the latest on June 30, 2024 – an employee who is a party to a phased retirement plan may agree with the Employer to extend that plan. The agreement must be put in writing more than six (6) months before the date on which the plan was designed to end. The plan may be extended more than once, but in each case, the employee must reach an agreement with the Employer in writing more than six months before the end of the previous extension. The duration of each extension is at least one (1) and at most five (5) years.

A plan extended in this way may cover more than five (5) years, but whatever the length of the extensions, no plan may cover more than a total of seven (7) years.

If a phased retirement agreement is supposed to end on the date on which this change comes into force, or within nine (9) months following that date, there is no deadline to be met for the employee to reach an agreement with the Employer to extend the agreement.

3. Maximum age for participating in the RREGOP

The maximum age for participating in the pension plan goes up on January 1, 2025. Starting on that date, the time limit is December 30 of the year during which the participant reaches the age of seventy-one (71).

This change also applies to the Pension Plan for Certain Teachers, with the necessary adjustments.
