Letter or agreement no27 - Regarding local pilot projects to support employees’ overall health
Within sixty (60) days following the date on which the collective agreement comes into force, the parties set up a provincial committee for the implementation of local pilot projects to support employees’ overall health.
ARTICLE 1 LOCAL PILOT PROJECTS
The committee agrees to set up local pilot projects to improve employees’ physical and psychological health, safety, and well-being at work.
The committee’s priority is to establish local pilot projects in youth centres, residential care units in rehabilitation centres for clients with intellectual disabilities, and residences with continuous assistance. It is nonetheless understood that local pilot projects may also be proposed for other activity sectors provided they are consistent with the objectives of this Letter of Agreement.
Local pilot projects may take various forms and involve various kinds of measures, but the parties agree to give priority to the possibility of establishing projects that introduce well-being and safety cells.
The committee will also study the possibility of pursuing promising projects arising from the 2022- 2023 collective agreement’s Letter of Agreement No. 27 regarding the Forum on employees’ overall health. These include the occupational health and safety (OHS) coach, analysis of psychosocial risks, and analysis of the work environment’s ergonomics.
The CPNSSS (management bargaining committee for the health and social services sector) is responsible for implementing and monitoring the local pilot projects and assessing their budgets. A budget of $1.8 million is made available to the parties until March 30, 2028.
Projects begin no later than three (3) months after having been approved.
ARTICLE 2 LOCAL RESPONSIBILITY AND FOLLOW-UP
For the duration of this collective agreement, the parties agree to give the following mandate to the professional relations committee (PRC) set up under clause 29.03 of this collective agreement:
- Follow up on implementation of the pilot projects set up under this Letter of Agreement, according to the indicators established by the provincial committee.
- Submit a report to the joint provincial working committee set up under Article 3 of this Letter of Agreement, no later than March 30, 2027.
ARTICLE 3 PROVINCIAL RESPONSIBILITY AND FOLLOW-UP
The provincial committee’s mandate is to:
- Follow up on this Letter of Agreement.
- Produce a final report and make recommendations to the negotiating parties to ensure that the objectives of this Letter of Agreement are achieved and maintained, no later than six (6) months before the collective agreement expires.
COMPOSITION
The committee consists of three (3) representatives of the employer side and three (3) representatives of the union side. Each party may call in a resource person periodically if the parties so agree.
