Letter or agreement no25 - Regarding the creation of a working committee for employees with the job title of lawyer in the health and social services system

Within ninety (90) days following the date on which the collective agreement comes into force, the parties set up a provincial working committee overseen by the Treasury Board’s Bureau de la négociation gouvernementale to address the working conditions of employees with the job title of lawyer (1114).

The committee’s mandate is to:

  1. Examine the following elements:
    1. The overall compensation of employees with the job title of lawyer.
    2. The context affecting the retention and attraction of employees with the job title of lawyer, based on analysis of the following indicators, taking activity centres into account and working to identify their chief characteristics:
      • changes in staffing: full-time employees, part-time employees and full-time equivalents (FTEs);
      • staffing rate (percentage of positions held);
      • retention rate;
      • rate of precarious job status; and
      • changes in the total number of hours worked.
    3. The impact of the temporary premium for employees in the Director of Youth Protection’s legal affairs department (stipulated in Article 3 of Letter of Agreement No. 4: Regarding the remuneration of employees with the job title of lawyer) on attraction and retention of employees with the job title of lawyer, based on the indicators listed in paragraph b) of this Letter of Agreement.
    4. The relevance of maintaining this premium beyond its termination date, abolishing it, or modifying it, as the case may be.
    5. Any other topic agreed upon by the parties.
  2. Provide the negotiating parties with a final report, no later than six (6) months before the collective agreement expires.
     

The committee consists of three (3) representatives of the employer side and one (1) representative of each of the following union organizations: Alliance du personnel professionnel et technique de la santé et des services sociaux (APTS), Fédération des professionèles (FP-CSN), and Fédération de la santé et des services sociaux (FSSS- CSN).
