Letter or agreement no24 - Regarding support for employees working in the youth centre mission
ARTICLE 1 LOCAL PILOT PROJECTS
The parties agree to implement local pilot projects in the youth centre mission1 based on one of four (4) types of projects:
- Pairing coworkers
This local pilot project is designed to pair new employees with youth workers who are experienced in dealing with youth protection clients for a period to be determined by the local parties, based on the new employees’ needs.
- Pivot youth worker
This local pilot project is designed to ensure that care and services are coordinated and complementary so that service users and their families receive a continuum of services from the various professionals and partners involved in their case. The pilot project is intended for employees with job titles employed in the psychosocial sector of the youth program.
- Communities of practice
This local pilot project is designed to create a range of tools that support employees’ practice, ensuring that they develop their clinical analysis and the skills required to work with young people. Communities of practice are a way of sharing expertise and developing collective knowledge in interventional approaches. These communities are facilitated by youth workers whose expertise is recognized by their peers.
- Innovative projects
This local pilot project is intended to improve the conditions of practice of youth workers employed in youth protection.
The CPNSSS (management bargaining committee for the health and social services sector) is responsible for implementing and monitoring the local pilot projects and assessing their budgets. A budget of $1.6 million is available to the CPNSSS until March 30, 2028.
ARTICLE 2 LOCAL RESPONSIBILITY AND FOLLOW-UP
For the duration of this collective agreement, the parties agree to give the following mandate to the professional relations committee (PRC) set up under clause 29.03 of this collective agreement:
1 The youth centre mission includes the Director of Youth Protection, but does not include the following activity centres: Contentieux [legal affairs], Recherches d’antécédents et retrouvailles [research into family antecedents and reunion], Médiation familiale [family mediation], and Réseau d’enseignement universitaire [university teaching institutions].
- Monitor implementation of the pilot projects set up under this Letter of Agreement, according to the indicators established by the provincial committee, in order to ensure greater stability for work teams.
- Develop a list of the administrative duties performed by employees in the youth centre mission.
- Submit a report to the provincial joint working committee established under Article 3 of this Letter of Agreement, no later than December 31, 2026.
ARTICLE 3 PROVINCIAL RESPONSIBILITY AND FOLLOW-UP
Within sixty (60) days following the date on which the collective agreement comes into force, the parties set up a provincial working committee whose mandate is to:
- Follow up on this Letter of Agreement.
- Identify and analyze local pilot projects set up in institutions to reduce the time spent on writing and administrative duties.
- Analyze the impact of local pilot projects set up under this Letter of Agreement, using the following indicators, and on the basis of available data:
- annual departure rate;
- retention rate for new hires;
- ratio of hours of absenteeism per type of absence;
- overtime rate;
- number of hours worked by independent workers;
- any other indicator deemed relevant by the parties for specific local pilot projects.
Local pilot projects are analyzed at two (2) moments: half-way through completion of the mandate, and on reception of the report stipulated in Article 2.
- Monitor the implementation of standards of practice in youth centres.
- Analyze the findings and observations contained in PRC reports regarding administrative duties, with a particular focus on their impact on workload.
- Collaborate in looking for ways of improving conditions of practice and exercise and reducing the administrative and clerical workload.
- Produce a final report and make recommendations to the negotiating parties to ensure that the objectives of this Letter of Agreement are achieved and maintained, no later than six (6) months before the collective agreement expires.
The committee consists of three (3) representatives for the employer side and three
(3) representatives for the union side. Each side may call in a resource person periodically if the parties so agree.
