Letter or agreement no21 - Regarding the creation of a working committee on parental rights
Within thirty (30) days following the date on which the collective agreement comes into force, the parties agree to set up a working committee, overseen by the Treasury Board Secretariat’s Bureau de la négociation gouvernementale, on parental rights.
MANDATE
The committee has a mandate to:
- Analyze provisions on parental rights in the collective agreement, in order to:
- make sure all terms used in the provisions are inclusive and consistent with those used in legislation;
- make sure provisions comply with the legislative and regulatory framework with regard to surrogate pregnancies.
- Identify changes to be made to the master document on parental rights.
Once its work is done, the committee submits its proposed changes to the master document on parental rights to the negotiating parties. Subject to acceptance of these proposals by all of the union organizations,1 the negotiating parties then agree on Letters of Agreement to amend the parental rights provisions of collective agreements.
COMPOSITION
The working committee consists, on the one hand, of a maximum of four (4) representatives for the employer side and, on the other hand, of one (1) representative for each of the following union organizations: the Centrale des syndicats du Québec (CSQ), the Fédération des travailleurs et travailleuses du Québec (FTQ), and the Alliance du personnel professionnel et technique de la santé et des services sociaux (APTS).
