Letter or agreement no18 - Regarding the creation of a provincial committee on professional issues for some job titles in the technician and professional job class

Within ninety (90) days following the date on which the collective agreement comes into force, the parties set up a provincial committee to deal with professional issues.

ARTICLE 1 PROVINCIAL RESPONSIBILITY AND FOLLOW-UP

Within thirty (30) days following the creation of the committee, the parties must identify:

  • the job titles to be discussed as part of exchanges on professional issues;
  • the job titles for which student employees will be introduced as part of local pilot projects.

The committee has a mandate to:

  • Define the criteria and rules that apply to student employees.
  • For job titles identified by the committee, study the situation in terms of attracting and retaining employees by using available data to analyze the following indicators:
    • changes in staffing (full-time employees, part-time employees and full-time equivalents);
    • staffing rate (percentage of positions filled);
    • retention rate;
    • rate of precarious job status;
    • changes in total number of hours worked.
  • Assess the impact of local pilot projects set up under Article 2.
  • Analyze job titles in relation to a possible path for career progression in the health and social services system, with a particular focus on job titles associated with a promotion (coordinator, assistant chief, clinical instructor), job titles indicating advanced knowledge (specialist, expert, distinguished), and job titles indicating that the person is joining the profession (candidate for the profession, student, trainee).
  • Analyze ways of highlighting and promoting job titles in the health and social service technician and professional job class.
  • Submit a final report on its work and make recommendations to the negotiating parties no later than six (6) months before the collective agreement expires.

The parties may also agree to make recommendations to the negotiating parties throughout the period when the committee is doing its work.
 

ARTICLE 2 LOCAL RESPONSIBILITY AND FOLLOW-UP

Local parties agree to set up local pilot projects no later than six (6) months after the beginning of the work set out in this Letter of Agreement, according to the rules defined by the provincial committee.

The Employer is responsible for defining the duties to be performed, on the basis of the reference job title and the educational level attained. It is understood that these duties cannot include all of the duties set out in the description either of the reference job title, or of any other job title that is part of the List of job titles.

The Employer is responsible for following up on the implementation of local pilot projects established under this Letter of Agreement.

COMPOSITION

The provincial committee consists of three (3) representatives for the employer side and three

(3) representatives for the union side. Each party may call in a resource person periodically.
