Letter or agreement n026 - Regarding the creation of a provincial working committee on employees working in certain regions facing acute problems of workforce availability
Within sixty (60) days following the date on which the collective agreement comes into force, the parties set up a provincial working committee to try to find solutions for institutions facing acute problems of workforce availability.
SCOPE
This Letter of Agreement covers the following regions:
- Abitibi-Témiscamingue
- Côte-Nord
- Gaspésie-les-Îles-de-la-Madeleine
- Outaouais
ARTICLE 1 PROVINCIAL RESPONSIBILITY AND FOLLOW-UP
COMMITTEE MANDATES
For the regions covered by this Letter of Agreement, the provincial committee has a mandate to:
- document and analyze, using indicators, the problems involved in attracting and retaining employees;
- help look for ways of mitigating the problem of workforce availability;
- identify and share information about the best practices to attract and retain employees;
- analyze the impact of local pilot projects set up under this Letter of Agreement;
- receive and analyze local pilot projects;
- provide the negotiating parties with recommendations, particularly for measures designed to have a significant impact in attracting and retaining employees;
- produce a final report no later than six (6) months before the collective agreement expires.
A budget totalling $3 million per fiscal year, up to March 30, 2028, is made available to the parties to set up local pilot projects. Of this total budget, a sum equal to $1.3 million per year must be dedicated to the Outaouais and Abitibi-Témiscamingue regions.
Any portions of the budget that are not committed during a given fiscal year are carried forward to the following year. However, no amount may be carried forward beyond March 30, 2028.
The parties agree that if local pilot projects developed in agreement with local parties do not use the full budget stipulated above, remaining sums will be transferred to the budget for development of human resources, effective March 30, 2028.
The CPNSSS (management bargaining committee for the health and social services sector) is responsible for implementing and monitoring the local pilot projects and assessing their budgets.
COMPOSITION
The provincial committee is composed of three (3) representatives for the employer side and three (3) representatives for the union side.
ARTICLE 2 LOCAL RESPONSIBILITY AND FOLLOW-UP
The local parties put forward proposals to the provincial committee to set up local pilot projects intended to respond to workforce issues in facilities located in the regions covered by this Letter of Agreement.
For the duration of this collective agreement, the parties agree to give the following mandate to the professional relations committee (PRC) set up under clause 29.03 of this collective agreement:
- Monitor implementation of the pilot projects set up under this Letter of Agreement, according to the indicators established by the provincial committee.
- Submit a report to the provincial working committee established under Article 1 of this Letter of Agreement, no later than March 30, 2027.
