Letter of agreement no2 - Regarding the creation of a provincial inter-union committee to follow up on prevention and participation mechanisms set out in the act to modernize the occupational health and safety regime
Within ninety (90) days
Within ninety (90) days following the date on which the collective agreement comes into force, the parties set up a provincial inter-union committee to follow up on prevention and participation mechanisms stipulated in the Act to modernize the occupational health and safety regime, SQ 2021, c.27, in institutions belonging to the health and social services system.
MANDATE
The committee has a mandate to:
- Monitor the implementation, and produce a list, of the various structures established to organize prevention and participation mechanisms, as part of the transitional measures set out in the Act and in accordance with the regulation that will be adopted on prevention and participation mechanisms.
- Require institutions to provide progress reports on the implementation of prevention and participation mechanisms and on measures related to psychosocial risk.
- Analyze these progress reports.
- Identify the structures for organizing prevention and participation mechanisms that show potential for increasing efficiency and effectiveness.
- Identify and share information about the best practices relating to prevention and participation mechanisms.
- Produce a report when the interim plan comes to an end.
- Make recommendations and submit a final report to the negotiating parties six (6) months before the collective agreement expires. The parties may also agree to make recommendations to the negotiating parties throughout the period when the committee is doing its work.
COMPOSITION
The committee consists of four (4) representatives of the employer side, including one (1) representative of the DGGMO (Direction de l’expérience employé (DEE) – Direction générale de la gestion de la main-d’oeuvre) at the MSSS (Ministère de la Santé et des Services sociaux) and seven (7) representatives of the union side, i.e. one (1) representative of each of the following union organizations: FSSS-CSN, FP-CSN, APTS, SCFP/CUPE-FTQ, SQEES-298-FTQ, FSQ-CSQ, and SPGQ.
The parties may call on additional resource persons as needed.
