2020-2025 pay equity audit | The pay equity audit will be done by a committee
September 26, 2025

For the first time in over twenty years, the pay equity audit – for 2020-2025, in this case – will be conducted by a pay equity audit committee including both the employer and unions representing employees, as set out in the Pay Equity Act. The last time an audit was jointly conducted was in the early 2000s at the time of the initial evaluation.
Since then, the government has acted alone in conducting the 2010, 2015 and 2020 audits. Many postings resulting from this process have been challenged, leading to prolonged legal battles (some of which are still ongoing) before pay adjustments were applied. This time, the work will be done by a joint committee that will define the results of the audit.
The committee held its first official meeting on September 17. The CSN, CSQ, FTQ, FIQ, APTS, FAE and SPGQ were there on an inter-union basis, along with the Treasury Board Secretariat. Together, we will analyze how jobs have changed and see if pay adjustments are called for.
Given the scope of the work, there will be a delay in publishing the results of the 2025 audit, which are due to be posted on December 20, 2025. However, if there are pay adjustments, they will be paid retroactively and will include interest at the legal rate. Overall, we are convinced that jointly conducting the audit will enable us to avoid lengthy court proceedings.
We will keep you up to date on how the work is progressing.
